Huhh, Some may thing that I have gone MAD as I have especially created a Blog post for Speed UPs, for them my answer will be (↓ image).
I have seen people stupidly use their speed even though there is no such use
To Begin with the Basic when to use speed ups and when to not, Lets proceed with speedups type one by one.
Building Speed ups:
Stupid Question:"Where Building speed ups can be used?"
Answer: Only on Upgrading Buildings.
Different Building scenarios where you can you use Building Speed ups:
Case 1: At the beginning, if you are getting warning mails from Alliance to Power up else you will be Kicked out.(Only use that much Building speed ups which meets minimum condition for staying in alliance .. lol)...Check If any Building rune available before using Building speed ups.
Case 2: When you see a Building Speed ups rune and you have tons of Resources in Storehouse(Do Not count Resources in bag packs) and you want to keep City hall, walls or other XYZ buildings which takes Days to upgrade, at that time you can finish the current upgrade with Building speed ups and keep XYZ buildings to upgrade.
Case 3: One of the best way to use Building speeds ups
15% Building rune + 10% kingdom Building speed buff + 10% Building buff-Architect Title.
OR
10% Building rune + 10% kingdom Building speed buff + 10% Building buff-Architect Title.
Case 4: when you are going offline for a long period of time and the current upgrade will finish in few minutes or hours.. then you can use Building speed ups and go for next upgrade.
Building speed up Important Note: Do not use Universal Speed ups.
Research Speed ups:
Stupid Question: "Where Research speed ups can be used?"
Answer: Only on Upgrading Researches or technology.
Different Research scenarios where you can you use Research Speed ups:
Case 1: At the beginning, if you are getting warning mails from Alliance to Power up else you will be Kicked out.(Only use that much Research speed ups which meets minimum condition for staying in alliance .. LOL)...Check If any Research rune available before using Research speed ups.
Case 2: When you see a Construction Speed ups rune and you have tons of Resources in Storehouse especially GOLD (Do Not count Resources in bag packs) and you want to keep higher researches to upgrade which takes Days to upgrade, at that time you can finish the current upgrade with Research speed ups and keep XYZ buildings to upgrade.(the current research in which you are using Researches Speed ups to complete should be less than 5 days).
Case 3: One of the best way to use Research speeds ups
15% Research rune + 10% kingdom Research speed buff + 5% Research buff-Scientist Title.
OR
10% Research rune + 10% kingdom Research speed buff + 5% Research buff-Scientist Title.
Case 4: when you are going offline for a long period of time and the current upgrade will finish in few minutes or hours.. then you can use Research speed ups and go for next upgrade.

Healing Speed ups:
Stupid Question: "Where Healing speed ups can be used?"
Answer: Can be used to heal troops in Hospital at any time as well as during AOO(Ark of Osiris).
Different Healing scenarios where you can you use Healing Speed ups:
Case 1: When your hospitals are not full(Consider like 100k/200k)
Do not use healing speed ups instead do as follows...
Keep 1500 troops to heal→Ask for Alliance help→Troops Healed→Repeat
Case 2: when your hospitals are nearly fulled(Consider like 190k/200k)
At that time use Healing speed ups.
Case 3: During AOO don't use Healing speed ups, only use when you think you are going to win Or you don't have enough troops to reach 10k Limit for better Rewards.
Important Healing Speed ups Note: use Universal Speed ups only when you dont have Healing Speed ups and when you think your troops will die due to Hospital overfilled.
Training Speed ups:
Stupid Question: "Where Training speed ups can be used?"
Answer: To Train Troops ...
Case 1: Events
There are time during events(Mighty Governor, Training Troops) where we have to use the Training speed ups, else we would not complete the event. So, at this time we can use the training speed ups to just complete the event and use it.(only use Training speeds to complete the vent and get the rewards, not more than that)
Case 2: Less number of troops to Complete any event.
At times like this, where you feel you have less number of troops to complete any event, you can just grab a Research rune and ask for KD title(if present) to train troops.
Case 3: Severe Loss of troops(this occurs during KVK to defend flag)
At times, during KVK, you will have a loss of troops while defending the flag, like you have enforced the flags with 170k, afterwards, 100k is dead and your main Commander is infantry based...lol.
So, you can use spend your Training troops to train troops at that particular time.
Case 4: Best way to use Training Speed ups
15% Training rune + 10% kingdom Training buff + 10% Training buff-Duke Title
OR
10% Training rune + 10% kingdom Training buff + 10% Training buff-Duke Title.
Training Speed ups important Note: Do not use universal Speed ups to Train Troops.
Universal Speed ups:
Stupid Question: "Where Universal speed ups can be used?"
Answer: Everywhere...
Universal Speed ups Most Important Note:
Mostly, Use Universal Speed ups on Researches because in the End you want to unlock T5 and make your military stronger for KVK.
You will complete your buildings but NOT Researches.
So, Invest Universal Speed ups on Researches.
Rest is Up to you.
